During the Great Outbreak, American forces began to rely on armored personnel carriers, both to provide quick transport for their now much heavier weapons, and as an area of refuge from prying Super Mutant claws.

Drivers and commanders of these vehicles would occasionally find themselves without gasoline, or with a flat tire or stripped tread. To be able to safely operate outside, a compact and robust submachine gun was designed.
