Originally conceived by Imperial Navy engineers in late 1943 (Fusang era 21) as a highly maneuverable interceptor, there were issues due to lack of powerful engines to power her so the project was put on hold. By 1945 (Fusang era 23) the third prototype with a radial engine was completed and being tested while plans for a turbojet version were being made. However, the ending of the war as well as degradation of available materials meant full scale production never took off. When Allied forces captured the plans and prototypes in late 1945 they brought them back home for testing. In 1952 (Fusang era 30) with the Pusan Conflict in full swing and Tōhō being a staging ground for Allied forces, the nation decided to advance the designs further with their own technology and ideas to supply the TASDF (Tōhō Air Self-Defense Force) in case of communist attack. The result is what you see here, which supplemented their forces and remained in service for 30 years after the conflict.
