Fort Meigs - Union Flag of 1813

Count the stars if you can. In 1813 the Union had eighteen states; however, this flag only had fifteen stars on it as the next flag to be made had twenty stars on it.

 

I noticed this flag flying near one of the the cannon sites and realized it had an unusual number of stars showing.
