According to research by friend Steve Corey (who knows virtually everything important) this is the 'Speed Nymph'. A gloriously diverting mascot!

Actually, thanks to Google (what would we do without it), it was/is called the Speed Nymph and was produced by Lejuene Ltd. (still active today in Britain) beginning in 1917. Louis Lejeune Ltd. is a small bronze foundry in England, producing mainly car mascots (hood ornaments). It is the only surviving maker of bronze based custom car mascots from the art deco era. A very rare find, seen mostly on British, but occasionally on French cars of the 20s and 30s
