The planned Phillips 66 refinery expansion in the East Bay town of Rodeo would result in the processing of more toxic-polluting, climate-disrupting heavy crude oil, including Tar Sands, at this site, increasing refinery emissions and worsening the air quality for nearby communities. If Phillips 66's full expansion moves ahead, more than twice as many crude oil tankers would travel here, some of them carrying tar sands from British Columbia, the site of Canada's Trans Mountain Pipeline connecting to the vast Alberta oil sands.
