The Dream Effect
Open up your photo into Photoshop and duplicate the layer
Go to the FILTER menu and select BLUR and GAUSSIAN BLUR
Add in as much blur as you see fit. You still want to be able to see the details of the picture – around 15% works well for portrait photographs. Click OK once you had added the blur
Change the blending mode of your top layer to Overlay
Your photo will now have come a bit dream like but also slightly red
To reduce the redness click on the fill / adjustment icon below the layers (black and white circle) and select Hue/Saturation. Increase the Hue slightly to +3 and the saturation to -2. Leave the Lightness at 0
Click OK for your finished product
As you have multiple layers you can add in a layer mask and then paint back in the eyes to sharpen them if you wish
