Replaced selenium rectifier with diode. Oddly, there was what seemed to be a factory-installed dropping resistor (that was not on the schematic) in series already with the selenium . It was dropping the voltage down a bit too much with the original selenium, however when I replaced with the diode the voltages were right on spec. Happy accident I suppose.
I also later removed the clear insulation I put on the power resistors, as I found out that it doesn't take heat all that well.
