From a fine album of works undertaken by the locally importnat construction company of R & T Howarth Ltd. of Rochdale, Lancashire, and that is in the lovely Touchstones Local Studies Library. Howarth's issued this book c.1940 to show their first few dacades of achievement and they had been early exponents of the Mouchel-Hennebrique re-inforced concrete methods of construction and many structures in Rochdale were exemplars of this. They also undertook work on a regional scale such as this.
This bleak scene showing an 'arterial road' in Burnley is likely to be what is now the A646, New Road, but it is up for debate! It was designed by the Borough's Engineer, A Race M.Inst. C. E.
