It may not seem like much to have a small gap here and there around an electrical wire or plumbing pipe - but they all add up - to where you could have a basketball-size hole in your house! A lot of cold/hot air can be leaving/coming into your house through that!
As part of our structural framing inspection they look to see that you have sealed these holes in all of your bottom and top plates that connect "the conditioned space with unconditioned space".
