The best thing to do, is get lost.
I remember a receptionist saying that to us, when we visited Venice. That sentiment is also true for Cádiz! There are so many narrow lanes, that it seemed impossible to know where you were most of the time. Then, a landmark will appear and you know where you are...roughly. We found the whole place very walkable, as it's not particularly hilly.
