Once the horse is out on the circle then you can use the stick or whip behind the tail to push the horse forward.

 

 

Notice the person is keeping the connection between her hand and the horse's head slack but connected. She is stepping over or around the excess rope on the ground so that her feet do not get tangled in the line.
