Fungus ... algae ... or ectoplasm?!

This stuff begins to grow in the gravel paths on the garden centre, towards the end of summer and into the autumn. It usually starts to form when the weather warms up, and the irrigation comes on every night. Once the frosts start, this stuff dries up and turns black.
