Norfolk Southern GE C39-8 8688 at Juniata, Altoona, Pennsylvania

Apparently this is quite a rare locomotive. Built in June 1987 8688 is now used by Norfolk Southern as a test locomotive fuel tank and emissions testing. All NS and CSX C39-8 units have now been retired from service on American railroads.
