Philoctetes cf. truncatus
originally I thought this cuckoo wasp to be Omalus (now: Pseudomalus) aeneus but then the punctation on mesoscutum did not fit but pointed to P. puncticollis. Now I went back to the original series of photos to see if I could get a glimpse of the 3rd metasomal tergum (the last visible one). This and the previous shot are not chosen for general quality but because they seem to show a semitranslucent margin (appearing brownish in the photos) and a tooth-like projection. To me this looks like Philoctetes? ID confirmed by Alexander Berg. Thanks!
