The next step for both the belt and shoulder pieces was to coat the foam with white glue, to add strength and to seal it for painting.

 

I found the easiest method of applying the glue was to run a bead outlining most of the shapes, and then spread it across the entire surface and into the cut edges with a synthetic bristle paintbrush.
