This Transformers figure is Silverbolt from the Universe line, released in 2003. It is complete and in excellent condition.
Initially, the Universe line of repaints used striking colors in diverse palettes, with silver lightning bolts on each character to display Unicron's power. That asthetic fell into disuse after the first wave of figures, but it's shown boldly on Silverbolt.
