This Transformers figure is Mutant Beast Icebird from the Beast Machines line, released in 2000. The Mutant Beast line was a small subline with only four figures, each one with two "beast" modes and no robot mode. This is the Polar Bear mode, which is much better than the Owl mode. This photo needs more light, but the lighting was washing out all the detail in the molding.
