Water-filled Tanks along Road under Construction

I took this photo near Odakyu Higashi-kitazawa Station. Construction work is under way on this road due to grade separation project of Odakyu Line. The yellow tanks with checker pattern are filled with water and heavy enough to stop a car. They work as a guardrail.
