Strange Signal at Kitami and Cars Waiting for Green Signal

This is the intersection shown in “Strange Traffic Signal in Kitami.”

 

Cars on the other side are not moving. No arrow signals are lit for them. Maybe that is the key to understand this strange signal. The police department does not want to lit green signal when red signal is lit for the opposite direction.
