Closed Entrance of Undersea Pedestrian Tunnel for the Second Navigation Channel of Tokyo Port

There is an undersea tunnel connecting Aomi and Chuo-boha-tei. Pedestrians and bikes are not allowed to go through it. This photo shows a pedestrian tunnel along it, which is always closed. It seems to be built as an evacuation route.
