Railroad Crossing near Kuhon-butsu Station

This railroad crossing has barricades to block cars. Todoroki-dori, the road on which I took this photo, has some traffic. So, cars have to wait before entering the road. The line went across the crossing and made some problem. That is just my guess, but it makes a sense.
