Cars Running under Red Light?

Two lanes are merged here. One is a lane from an underpass and the other is a lane on the ground. The red signal is for the left lane. Green must light on the signals over the right lane, but they are not visible in this photo. The lamps on the traffic signals have slits louvers so that the signal would be never caught at unintended position.
