White Smoke near the Arakawa River

I do not know what made this white smoke. It looks like vapor.

 

The thin tower beyond the smoke is Tokyo Tower. Bottom part of Tokyo Sky Tree is shown at the right edge of the photo. The two highest broadcasting towers can be seen in the same direction here.
