Public Art under Shutoko No.7

I found this object in Tatekawa River Side Park, under Shutoko (metropolitan expressway) No.7.

 

Water pressure makes small seam between the pedestal and the ball-shaped stone. If you poke the ball, it will rotate easily. Before I took this photo, I made the ball rotate. Therefore, some wet surface appears at the bottom.
