Road under JR Sobu Line Bridge under Shutoko Central Circular

There is not much space under the JR Sobu Line bridge across the Arakawa River. Since Shutoko (metropolitan expressway) Central Circular exists above the bridge, making it higher is impossible. The ground under the bridge is dug to make headroom for the road.
