Toei 10-300 Series at Chitose-Karasuyama Railroad Crossing No.4 in January 2023: 8

There are many small parts attached to the overhead power lines near the right edge of this photo. They are not present in the January 2021 Google Street View photo. They may be related to the fact that the power supplying systems are switched in this section. Or are they related to grade separation project? I do not know.
