Haneda Pumping Station
This facility is located where Ring Road No.8 enters Haneda Airport. It is shown in a photo taken in February 2016, “Fire Trucks on Aanamori-bashi.”
According to the sign on the machine with painting, it is an emergency gas turbine generator, and the painting is based on a drawing by a student at a nearby elementary school. There are also paintings on a low wall along the sidewalk.
Photos in Google Street View tell that the emergency gas turbine generator was installed between January 2010 and July 2013, and had already been painted in 2013. The painting along the sidewalk appears to have been painted more recently, between May 2021 and October 2022.
