Object beside Toyoko Line Track at the South of Tokyu Jiyu-ga-oka Station

This object was beside the track where I took the photo shown in “Tokyo Metro 17000 Series Train at the South of Tokyu Jiyu-ga-oka Station 13.” This device provides a reference point when measuring the height of the rails.
