Cars Waiting for Green Signal on Underpass at Nihon-bashi

Normally, an underpass is used to bypass an intersection. However, this underpass has an intersection at one end, just behind me. A red signal at the intersection is stopping these cars.

 

It may look stupid, but there is a reason behind it. If you dig a tunnel under the intersection, you will go into the Nihonbashi River. The road must be on the ground level here, and connected to a bridge across the river beyond the intersection.
