The poet is Noin Hoshi. Hoshi means he was a priest.
The poem says that red leaves blown away by a storm in Mt. Mimuro will become the brocade worn by the Tatsuta River. Mt. Mimuro and the Tatsuta River are known as spots for viewing autumn leaves. The Tatsuta River and the red leaves also appeared in the poem No.17.
