The poet is Abe-no Nakamaro. He was sent to Tang China and could not return to Japan.
The poem is said to have been composed when he attempted to return to Japan. In the poem, he looks up at the sky and says that it is the same moon he saw in Nara. Then, the ship was wrecked, and he had to stay in China.
