At the North Side of Yoyogi-hachiman Station in 2020 December
Those steps beside the station are bridge for cyclists. The construction was scheduled to finish in 2020 March. When I visited this spot in 2020 August, it was not ready. A photo taken at that time is shown in “Bridge over Yoyogi-hachiman Station under Construction in 2020 August.”
In this photo, the steps look as if they are surrounded by fence, but the bridge had been opened at that time.
