U-shaped Locks on Fence along Tokyu Setagaya Line

Those U-shaped objects on the fence look like bike locks. I am not sure how locks without bikes were left there. Did the Setagaya Ward Office or Tokyu Corporation remove the illegally parked bike? Or did the owners of the bikes just leave the locks for next time? Google Street View tells that those locks already existed in 2013 June.
