The height limit of the road under the track is 2.1m. According to Google Street View, the limit was 2.3m in 2016 February. I do not know why the limit was changed. Perhaps it is related to grade separation work of Keio Line.
It is interesting that Google Street View has photos in the tunnel. The google-street-view car is shorter than the height limit. When Google Street View started in Japan in 2009, the camera was set at 2.45m from the ground. It made some privacy problem: photos taken at that height may show the inside of private residences. Google changed the camera height to 2.05m, then, re-took all photos.
