Object beside Tsurumi Line Track

Taken from a Tsurumi Line train running between Asano Station and Benten-bashi Station. This section of Tsurumi Line is in area owned by JFE group.

 

Something made of concreate is over a railroad track. What is this object? Does it belong to JR East or JFE group? I do not know.
