The seats in 5000 series can rotate. They can face forward, backward, and sideways.
“Forward” is used for “Keio Liner,” which is Keio’s reserved-seat train service. When the train is used as a usual commuter train, passengers take seats with their backs to the windows. “Backward” is not used for passenger service, but it is used for out-of-service train like the train in this photo. It would go to Shinjuku, then, it would start a trip as Keio Liner in reversed direction.
