The elevated road at the right edge of this photo is Chuo Expressway. The space where a bus was parking looks like a turn-around station. There is a bus stop called Kitano Bus Stop a few dozen meters south of this spot. Since it is the last stop of some bus routes, bus companies need space to turn around their buses.
