209-3100 series has unique history. This name plate says the car was manufactured by Kawasaki Heavy Industries in 1996. At that time, it was car No.4 of train No.3 of TWR 70-000 series. When through-service of Saikyo Line to Rinkai Line started in 2004, all 70-000 series became ten-car trains. Car-shuffling to make ten-car trains made this car redundant. At the same time, as JR East had to provide a train for the through-service, the company had train shortage at Kawagoe Line. In 2005, JR East solved the shortage by purchasing the redundant 70-000 series cars. As the 70-000 series is based on 209 series, the purchased cars’ numbers in JR East became 209-310X.
It was the first time JR East bought a car from another private railroad company. The fact makes this train very special.
