Strange Slope in Kita-no-maru Park

Recently built pedestrian bridges often have slopes for bicyclists and people in wheelchairs. But this slope is different. You must walk on some steps to reach the slope. It looks like this slope is not for bicyclists and people in wheelchairs. Then, why they made this slope?

 

I have never seen this kind of pedestrian bridge in any other place.
