Shibuya Fukuras is the building at the left edge of this photo. At its bottom, steps of the pedestrian bridge across the road exist. Sidewalk does not exist. It looks like people are expected to go up the steps.
The building would have a bus terminal at the ground level, and the buses would enter it through the way under the bridge. It seems to be the reason why sidewalk was removed there.
