Rusty Steps at JR Shin-kawasaki Station

At first, I thought the step is part of a bridge across the tracks. But the bridge is not connected to the other side of the track, but to JR Freight office. A sign at the bottom tells the place is “Shin-Tsurumi depot of JR Freight.”
