Odakyu Romancecars VSE and MSE Passing Each Other near Yoyogi-hachiman Station 10

It is interesting that VSE’s front window has no wiper. Since the window is not for the driver but for passengers, I think that it would not be against any rule. But don’t passengers want clear view on rainy day?
