The building near the left edge of this photo has a sign “IPC.” The word under it is hard to read behind a power line. It says “Niiza,” the name of this area.

 

IPC Niiza was the old name of the building. It was used as a paper warehouse by a company called “Iidabashi Paper Distribution Center” which was founded by JR Freight and some paper manufacturing companies. IPC was the company's abbreviated name. In 2014, it was merged to Nippon Transportation Warehouse Co., Ltd., a subsidiary company of JR Freight. JR Freight have not changed the sign on the building.
