Why is the surface of the road partially red?
The red surface is usually made of some high-friction material. The road descends toward the Tama River, and an entrance of a playground exists on the left side of the road, at the other end of the red section. My guess is that the red section is expected to help emergency break to avoid hitting a child from the playground.
