A leftmost lane of the road is blocked by poles. There is a historical reason behind the scene.
There is a narrow road where I am standing. The road in the photo was connected to the narrow road once. The leftmost lane was used in those days. A new road was open in 1994, and became the main street. It exists on my left. The narrow road is a one-way street now, and does not accept cars from this intersection anymore. They blocked the leftmost lane to make sure no car goes into the wrong way to the old narrow road.
