You need to walk for some time if you want to get on a train for Tachikawa. The reason why the station has such layout is that the platform for Tachikawa is in the site owned by NEC Corporation.
Information on the web says that the platform for Tachikawa has a small gate that opens only limited period in morning and evening. It was created to be used by NEC Corporation employees exclusively, but it can be publicly used now.
