The helicopter is landing at a heliport near Tokyo Disney Resort. The heliport is called Urayasu Heliport. It is owned by Excel Air Service.
The helicopter may be the company’s JA6719, which has appeared a few times in my photo stream, for example "Excel Air Service Helicopter JA6719 above Shin-kiba". But it is too dark and too far to read the registration code.
