Stairs around Tokyo Port Seaside Bridge

Like the other end shown in "Tokyo Port Seaside Bridge Construction", there are many stairs around the bridge beam and the bridge support.

 

Now I guess they are for emergency because there must be some machine to bring up materials and workers can use it.
