Wasted Space on Minato-mirai-bashi

There is not enough capacity at the other end of the bridge because of an unused tunnel. So, some lanes are closed for smooth traffic.

 

It is wasted space in terms of efficiency, but is it really wasted? At least the space and the barrier between the lanes look nice.
