The white box near the left edge of this photo is a 3D laser radar manufactured by IHI. It faced toward a railroad crossing which is not shown in this photo. Photos showing this spot in Google Street View was taken in 2016 November, and the sensor is not shown in it. It seems that the device was installed recently.
Tokyu Corporation announced that all railroad crossing will have 3D laser radar sensor before 2021.
